Depending on seriousness of the problem and the area is how many applications and the amount it will take.
1st Mop the pine wood floor and the cement floor with a solution of 20 to 1.
My estimate is 1 gallon of water and 6 oz of ATX ODOR KILL to the pine floor and in another container 1 gallon of water and 6 oz of ATX ODOR KILL to do the cement floor in the basement.
Wet cement and the wet pine floor will probably have a smell of its own. * Spray a 20 to 1 solution around the baseboard.
Wipe off the baseboard with a sponge or cloth and respray the solution. *
Spray a 20 to 1 solution into the air conditioning/heating system Ducts.
Pour out the solution in the containers used to mop the floors. Redo the floors with new solutions since the other ones will have been soiled.
If fans are available, place at least one in the room where the pine floor is and one in the basement.
Let dry and smell.
The odor should be much improved but may need more treatments. Just repeat if necessary.

Odor Kill works by using enzymes/microbes to digest the organic matter (skunk odor molecules) and converting it to CO2 and H2O. Once it has removed the mal odor, it will not come back.
The key is for the solution to come in contact with the molecules, so it can digest them.
You'll have to mix it 10 parts water and 1 part Odor kill and saturate the basement areas, soil, corners, walls, floors/auto point of impact. It will need to stay wet on the surface for at least 4-8 hours.
If the odor has penetrated into the porous concrete, the solution must also penetrate it in order for it to digest the molecules.
A low-pressure washer would help force the solution deeper. It may take a couple of applications.... but it will definitely work!

The key is to get the Odor Kill solution in contact with the mildew / mold. Odor kill acts like little "Pac-men" which attack and digest the organic matter. They work in the presence of food, organic matter- mildew, and water. When the area dries the enzymes die.
Re= treat the area 20:1 or 10:1 is fine.
Be sure to generously spray and on all surface areas of the room including the ceiling, floor, under and over the rug, tile furniture, etc.
Make sure there is no external source of water that is entering the room which will cause the mold and mildew to regenerate.
